The Department of Justice has been implementing the Centrally Sponsored Scheme(CSS) for Development of Infrastructure Facilities for Districts and Subordinate Judiciary since 1993-94.
Under the Scheme , the central assistance is provided to the State Government / UT Administrations for construction of court halls and residential units for Judicial Officers / Judges of District and Subordinate Courts. With further extension of the scheme beyond 31.03.2021, some new features like Lawyers Hall, Toilet complexes and Digital computer rooms have been added to the scheme for the convenience of lawyers and litigants, besides court halls and residential units. The funds sharing pattern under the Scheme for Center and State is 60:40 in respect of States other than North Eastern and Himalayan States. The funds sharing pattern is 90:10 in respect of North Eastern and Himalayan States; and 100% in respect of Union Territories.
This portal has been created for monitoring the implementation of this Scheme.

State User-Nodal Officer has to upload the details of all projects of his state and upload the Utilization Certificate (UC). Nodal officer also has to ensure that regular observations of projects are being uploaded by surveyor/moderator.
Moderator has to verify the observations uploaded by the surveyor and approve it.
Surveyor has to go to the project site and upload the pictures of current status of the project using mobile App. This activity has to be done periodically by the surveyor for monitoring the status of the construction of the project.
User IDs and passwords are shared with each State User-Nodal Officer. Nodal officer has to further distribute it to Surveyor and Moderator of each district

Nyaya Vikas is a web portal and a mobile app with a twin purpose. Firstly, it provides information on status of Judicial Infrastructure in the country, especially court halls and residential units of Judges and Judicial Officers of District and Subordinate judiciary. It also presents data on financial assistance given by Central Government to State Governments under the Centrally Sponsored Scheme for Development of Infrastructure Facilities for Judiciary and its utilization. Secondly, it is also an online monitoring mechanism for Central and State Governments to monitor construction of judicial infrastructure projects under the Centrally Sponsored Scheme (CSS).

Nodal Officers, Moderators and Surveyors in Nyaya Vikas are known as STATE USERS.
Nodal Officers, Moderators and Surveyors are the officers of State Government/State PWD Department nominated by the Law/Judicial/Home Department of State Governments and UT Administrations.
Users in Central Government and State Governments can log on to Nyaya Vikas portal. On the home page, they can enter their respective credentials (username and password) and gain access.
Officer/s of Department of Justice is the Central User. His/her responsibility is to upload the financial assistance provided to States/UTs under CSS, to ensure participation of STATE USERS, provide guidance to them, monitor the progress of the projects, facilitate updation and improvements in Nyaya Vikas web portal and mobile app.
There is One Nodal Officer in every State/UT who has to create projects with physical and financial details in Nyaya Vikas Portal. Nodal Officer has to create / update all the projects of the State/UT. Nodal officer also has to ensure that information of project progress are being uploaded by Surveyor/Moderator regularly.
There is at least one Surveyor for every project in the State/UT who visits the project site. Using the mobile app he will enter the physical progress along with photos of the current stage of the project. The mobile app has a geotagging facility which enables tracking the exact location of the project and verifying the stage of construction by both the Central and State Users. This exercise is to be done regularly by the surveyor.
There is at least one Moderator for every project in the State/UT who verifies the observations and progress details uploaded by the surveyor and approves it. Moderator can also see the progress of the project through web portal after logging in.
Geo-location of the project shown in the map with latitude and longitude is called geo-tagging of the project.
Customized reports can be generated and can be exported in excel. Separate report for each state and a consolidated report for all the states can be generated.
Data collected, analyzed and consolidated from the physical and financial progress entered by Central and State Users is depicted on the DASHBOARD through graphs, diagrams, tables, maps.
Yes. The facility to delete project information is only with the Central Users. The State users can modify/ edit any project information at any time.

The Law/Judicial/Home Department of State Governments and UTs appoint the Moderators and Surveyors from the officials of Public Works Department (PWD) in their respective states.
State specific User IDs and Passwords are shared by DoJ with respective Law/Judicial/Home Department of State Governments and UTs and are issued by them to the surveyors and moderators.
Nyaya Vikas mobile app is available to download from the portal after the successfull login.

Moderator has to login on to the web portal/mobile app and verify the details for approval. Once the Moderator is satisfied with the details and agrees with the observation then he/she can proceed to approve the project.
If Moderator disagrees or has clarifications regarding the data entered by the Surveyor, he/she may note the same in the remarks section and confer with the Surveyor before approving. After the correct information has been entered, the Moderator may approve the details.
